We Happy Few. I have the padded suit on but when I go up to the tree I don't get an option to take the honey. The author of this thread has indicated that this post answers the original topic. It's like taking candy from a baby. Do I need head armor? It's found once Arthur comes across a stone hedge with a tree up a hill with many bees flying around it. Yeah, it's a bugged quest for all consoles for sure. The player can run into the wastrels, making the bees target them instead. Apologies for any inconvenience we may have caused.

So I tried multiple things, like sneaking up on the hive, throwing rocks, etc... when I'd throw a rock or a banger, the bee's stayed there.. but I could approach is safely, even though there was no indication. The player will need to get some protective gear if they want to steal the honey from the bees, they can either use a Padded Suit, a Reinforced Padded Suit, or a Spiky Suit. Make your way to Inkerman Bridge, where you'll find the guard napping thanks to Ollie, and check the storage cabinet near the red button just inside the entrance for Bandage x2 and Healing Balm x2

Interact with the sign outside the bee hive to gain the Blueprint: Padded Suit and then return to the nearest Workbench to create the makeshift armor: Once you've created and equipped the Padded Suit, head up to the tree and harvest the Honey.

It seems hit or miss if you can harvest them, but this one seems broken and the others don't count for the quest.
